Found the San Diego Jewelry Exchange building.
Mostly diamond and gemstone wholesale, but a few shops carry watches. Those stores had mostly Rolex and other high end brands.
However, on the fourth floor I came across Mike's Watch Repair. Mainly a repair shop, but Mike had a ton of vintage watches in display cases for sale. Almost too many to get a good feel for the inventory.
I spotted a Girard-Perregaux Gyromatic and we were able to compromise on a price $150 with him swapping in a different strap. I figure in the worst case, I should easily make that amount back if I flip it on Ebay. Especially since he had serviced it not too long ago.
They also has this unusual Omega Geneve, but didn't have close to the $350 he was wanting.
So if you're in the Gaslamp district and are in the market for vintage, I'd recommend Mike's Watch Repair.
